Create a Resolution Case

Required for operational resolution. Missing evidence resolves as UNRESOLVED. The server blocks localhost, private IPs, unsupported protocols, and oversized responses.

Operational mode is configured for real evidence collection and OpenRouter consensus. Provide evidence URLs before resolving.

The console creates a Case, resolves it through validator consensus, and prepares the GenLayer registry payload. Local mode keeps data in memory and never exposes secrets to the browser.
